Estates Update

Below is an update on various sites within our estate:

Penrith – Exploring option toco-share with Penrith Fire Station in a new build property a short distance from the current station

Millom – Cumbria Partnership NHS FT have now submitted a business case in order to secure funding from NHS England to extend Millom Hospital. If successful they will buy Millom Ambulance station with a view to demolishing the station and extending the hospital. The new extension will include new accommodation for NWAS to deploy from. A temporary decant to the fire station is planned to allow for the demolition and redevelopment works to progress.

Barrow – A new NHS Primary Care Facility is to be built in Barrow and NWAS has been asked to support and be included in it. The business case has been approved by the Board for the inclusion of NWAS in the project.

Ulverston – Cumbria Fire Authority were successful in bidding for nationally available funding to be able to construct a new multi service community facility which will include Fire, Police, Ambulance, Mountain Rescue, Council and Library services. This scheme is currently in the final design stages and is scheduled to be delivered in 2017. NWAS have committed to moving forward with the scheme in partnership with the others and once accurate costs have been produced, the business case will be compiled and presented to the Board for final approval.

Lancaster – Lancashire Fire and Rescue Service were successful in bidding for nationally available funding to be able to develop a new fire/ambulance station. The project is board approved and due for completion in 2017.

Morecambe – The Morecambe ambulance and police service will co-locate to Morecambe fire station, in co-ordination with the Lancaster move due to be delivered 2017.

Blackpool Hub and Spoke – Project is Board approved and the preferred hub site is proposed to be located at the Blackpool Victoria Hospital site.

Burnley – An opportunityhas arisen in Burnley ahead of the East Lancashire Hub and Spoke. The opportunity would see the Council buy Burnley ambulance station now and allow the Trust to remain on site rent free until a new proposed satellite station is built within the grounds of Burnley Hospital. This new site could also accommodate the service currently deploying from Nelson and Stacksteads stations. A business case is currently being prepared and if successful the new station would be completed early 2017.

Wigan – Collaboration with Greater Manchester Fire & Rescue Service for development of a new build shared hub site. Design is now well advanced with the appointed design and build contractor, Wilmott Dixon. Programmed start on site is Autumn 2016 with a completion in Autumn 2017.

Bolton South - Proposed hub and spoke scheme.  The viability of this scheme would be subject to the acquisition (lease/purchase) of additional land for car parking from the acute Trust.

Salford - Proposed hub and spoke scheme.  The viability of this scheme would be subject to the acquisition (lease/purchase) of additional land for car parking from Salford City Council.

Hazel Grove – Proposed sale to Stockport MBC and disposal of site. 

Manchester North - Proposed relocation of staff and vehicles to co-located site at Phillips Park Fire station. Closure and disposal of NWAS site. Approved by Trust Board 28 October 2015. Refurbishment and improvements to Phillips Park fire station are in progress. NWAS to develop programme to work towards migration date in Spring 2016.

Whitefield station - Relocation of staff and vehicles to co-located site at Whitefield Fire station.  Approved by Trust Board 28 October 2015. Minor improvements to Whitefield fire station are required. NWAS to develop programme to work towards migration date.

Standish station – Permanent closure and disposal of station approved by Trust Board July 2015. Site listed on the Public Sector Surplus Property Register for which the 40 day listing period expired on 1 October 2015.  Site will now be prepared for disposal.

Central station – Building works now completed for the Make Ready pilot which is now in progress. 

Penketh – Cheshire Fire & Rescue Service is building a new station in Penketh. The station will have sufficient space to accommodate NWAS vehicles if necessary and further discussions will take place before any commitment is made. Station is expected to be complete in Autumn 2016

NWAS RLC Haydock - Migration of the first phase of staff was completed on 4 January 2016, St Helens Workshop moved in on 18 January 2016 with Northwich migrating on 25 January 2016 and then finally Anfield workshops on 8February.  The site is now fully operational.
