The NHS provider licence forms part of the oversight arrangements for the NHS. It sets out conditions that providers of NHS-funded healthcare services in England must meet to help ensure that the health sector works for the benefit of patients, now and in the future. Section 6 – Continuity of Services of the Provider Licence contains CoS7 – Availability of Resources that requires NHS Providers not later than two months from the end of each Financial Year, to submit to NHS England a certificate as to the availability of the required resources for the period of 12 months commencing on the date of the certificate.
